Message	Say you arrive on the scene to see your Z about to be towed. The Tow truck driver has only partially finished hooking up one wheel and about to do the other. 1. Legally, can he still drive off with your car? 2. Is he obligated to desist since you are now there to rectify the problem. 3. Would you let him finish hooking up the car? 4. Would you get into a pow-pow if he said hell no... you have to pay to release it. 5. If the cops came whose side would they take, assuming you were'nt ticketed first.
